In April 2011, the two sides signed a reconciliation agreement, but its implementation has stalled. As of 18 January 2012, 129 (66.8%) of the 193 member states of the United Nations have recognized Palestine as a state. Many states do not recognize the state of Palestine but recognize the Palestine Liberation Organization as the "representative of the Palestinian people".
